・昨日市ヶ谷のJICA（独立行政法人国際協力機構 JAPAN AGENCY for International Cooperation)の地球広場というところで、日本国際平和構築協会（特定非営利活動法人 理事長長谷川祐弘氏）が催した2025東京平和構築フォーラムという朝から夕方の集まりがあり、そこに参加してきました。言語は、英語とのことでした。ですから早くしゃべる人は聞き取りにくい感じました。朝の総会は、Any Prospect for the United Nations to Restore Multilateralism and Rule of Lawという朝の総会で始まり、その後いくつかのsessionにわかれて、それ毎に、議論が交わされました。私はEstablishment of A Parliamentary Assembly of the United Nationsと題されたセッションに参加してきました。このセッションのプレゼンターは、我々の訳本の原本の著者ブメルさんで、一番興味深いと思えたからです。ブメルさんは、お金がなくて東京に来られず、video参加でしたが、訳者であった小生と監訳者であった横浜市立大学の上村教授が、このセッションに参加をしているのが分かって喜んでいました。上村先生は、日本語版は出版されているし、増補版の翻訳も進めていると告げていました。以下に私も少し喋っていいと言われていましたので、あらかじめ用意しておいた英語の原稿の沿って発言をしましたので、それを、下記します。

Allow me to introduce myself. I am Nobu Yokoe, I joined the Federalist Movement Association of Japan about 3 years ago. My translation team of 6 members translated The Bummel-san and Leinen-san’s book titled “A World Parliament” During our translation work, we naturally learned a large number of points related to the concept of a World Parliament. Our translation book is now on sale in every major book-stores. The book is nearly 500 pages long and covered many themes. I believe the book is a newest standard text-book of the world federalism.

Andreas! I am very pleased to be able to meet you even here in this video conference. In near future, when you to come to Japan, you will be most welcome.
Now, this forum is thankfully hosted by the Japan International Peacebuilding Association, chaired by Hasegawa‐san. As Imanuel Kant said about 130 years ago, eternal world peace may be achieved only through the construction of a world federation. It will not realize instantly of course, but would need a lengthy diplomatic, negotiating prosses. All the states of the world need to agree on the creation of the world federation.

The proposed United Nations Parliamentary Assembly, which could be established only by a UN General Assembly’s resolution, may be a humble but good first step towards the ultimate goal of the world parliament and the world state. It has a high potential to grow into the world parliament and then the world federal state. To me, World Peace and World Federalism is one thing. I hope the Japanese World Federalist Movement Association which is presently being led by Mr. Mituo Ohhashi will consider participating in the ongoing United Nations Parliamentary Assembly UMPA campaign.
Chapter 8 of our book describes the world-wide growing support for the UNPA concept. This is very encouraging. Furthermore, At the end of last year, nearly a hundred members of the World Federation Japan Diet Committee signed an appeal letter supporting the establishment of the UNPA. This is also very encouraging.

As you know, the house of the representatives of the Japanese Diet, in 2005 passed a resolution referring to world federation. The resolution concluded with saying that the government should make its utmost efforts to join hands with all people around the world in order to pave the way toward a sustainable future of human coexistence through (an omission) the pursuit of a path toward the realization of a world federation. And in 2012, the house of councilors also passed a similar resolution.
This year, the 80th anniversary of the founding of the United Nations, I heard from an acquaintance at the Secretariat of the Japanese World Federalist Movement Association that, preparations were made to have a new resolution passed, but due to difficulties in finalizing the draft with the Diet’s secretariat and lack of time and turmoil in the Diet, the resolution has not regrettably been done.

Finally, I earnestly hope that Japan’s Ministry of Foreign Affairs will actively work for the birth of a UN Parliamentary Assembly at the United Nations. If there is anyone from the Ministry who is present in this session, I would appreciate his or her comments. Thank you.

・先月、石破おろしの動きが始まって、自民党の総裁選挙、公明党の連立離脱といろいろな出来事が起き、本日高市早苗さんが、助成で初めての内閣総理大臣になることで一段落となりました。女性総理誕生、これからの日本社会の発展にとっていいことだなと思います。民主制が一応健全に動いているなと思いました。中国だと、全中大会が開かれるか、開かれているそうですが、日本国会はきちんと機能していると思いました。中国では、行政府のトップがご覧のような経過を経て、定まっていくと行くということで、かの国もこのような制度のもとにあるようになれば、いいのになと思いました。

・去る１０月５日　市谷のJAICA地球広場で、世界連邦推進日本協議会（６団体：世界連邦運動協会、世界連邦日本国会委員会、世界連邦宣言自治体全国協議会、世界連邦日本宗教委員会、世界連邦日本仏教徒協議会、世界連邦文化教育推進協議会）の主催で第３６回世界連邦大会in東京2025が開催されました。これに、初めて参加してきました。トランプ大統領１期目の米国駐箚大使であった杉山真輔氏の基調講演「国際情勢と日本」をfeatureした、ものでした。基調講演は、トランプ氏をよく知る杉山氏のご経験に基づいた大変興味深いものでした。会場には、数百人の聴衆が集まって、これ程国際情勢に、また世界連邦に関心のある方が日本にいたのかと驚いたものでした。（２０２５/１０/０７投稿）

・日経新聞の１０月６日の朝刊「核心」の欄に、給付付き税額控除制についての言及がありました。「世界議会」にグローバルなbasic income基礎所得制度が書かれていることを思い出しました。今日その部分を読み返してみました。（第２１章　　貧困の根絶と全ての人々の基本的社会保障）です。これも、世界連邦が実現したら、そしてその最高政策決定機関である世界議会が存在すれば、その導入も決定できるなと感じました。今DWBがその設置に向けて活動している国連議員総会が実現できるといいなと感じました。
